Sealed bids for the construction of the Wastewater Collection and Treatment Improvements CDBG Project No. 1139-23-262-PF-02/1200-23-262-PF-01for the Town of Monticello in Monticello, Mississippi, will be received by The Honorable Martha Watts, Mayor of the Town of Monticello, Mississippi, until 10:00am local time on March 5, 2025, at the Town Hall located at 202 Jefferson Street, Monticello, MS 39654, and shortly thereafter will be opened and publicly read.

The work involved in the project includes the replacements, rehabilitation and/or repair of the Town of Monticello sanitary sewer collection system as described in the construction drawings and specifications. Copies of the Contract Documents are available for viewing and obtaining at www.dunganeng.com. Documents are non-refundable and must be purchased through the website to be on the official plan holders list. For questions regarding the website, you may contact Plan House at 662-407-0193.

All Proposals shall be submitted on Bid Forms provided with the specifications. Bids may be submitted in person, or for those interested, bids can be electronically submitted at www.dunganeng.com under the project page. No oral, telegraphic, telephonic, or e-mail proposals will be considered.

This construction project is financed by the Mississippi Development Authority, Community Incentives Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1139-23-262-PF-02/1200-23-262-PF-01, and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.

The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located.

The successful bidder must comply with the Build America, Buy America Act enacted as part of the Infrastructure Investment and Jobs Act (IIJA) Pub. L. 117-58.

Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents. The Town of Monticello reserves the right to waive irregularities and to reject any and/or all bids.
